Okay. So I didn't actually make a New Year's card. Sorry 'bout that. Here's the closest thing Shmod has.
Poor Daze, meeting her alternate self from the future.
Anyway, the card itself. The first effect is great late-game. If you draw, say, a Noble Dragon, you can play it as long as your Mana Pool contains 3 or more Mana including 1 or more Fires - even if your Mana's tapped. That's easy in a Fire deck. Even if you don't draw what you want, heck, you got yourself an extra card.
The second effect... well, it's not that bad. The problem with sending a card to the owner's hand is that they'll just play it next turn.
However, CotPaF is one of the most flexible cards in the game. Do you need to attack directly to get that last damage? Collision does that! Do you need to draw a card? Collision does that!

Oh, one more thing. I'm gonna cut down the number of Updates I make to the Shmod plugin. Let's face it, I don't think anyone's actually played an entire Shmod game online. Ever. And it's a waste to download 15mb of pictures you already have so that you can get an extra card or two.
Don't worry, though; the updates I do make will have more cards than the other ones. And I'll keep you up to date with some of my plans by showing you blurry stuff.
